Orchestrating Ecosystem Management: Challenges and Lessons from Sequoia National Forest

摘要: : Numerous agencies and organizations have adopted the concept of ecosystem management as a guiding principle in natural resource management. Despite this widespread interest, no single definition has been accepted, there are specific guidelines or standards by which to apply concept. I examined how one federal agency, U.S. Forest Service, is applying principles at local level. present case study examining giant sequoia (  Sequoiadendron giganteum) Sequoia National Forest, California, illuminate challenges practicing associating on-the-ground activities with themes, characteristics, mechanisms identified academic, industry, agency literature. Experience suggests that application compromised poor relations between managers stakeholders, multifarious policy requirements, budgetary uncertainty, limited ecological research on base decisions. To facilitate successful future, recommend (1) build confidence trust process, (2) acknowledge bias, (3) reconcile funding constraints long-term planning, (4) invest scientific research, data collection, monitoring capacity, (5) explore relationship values science. Resumen: Numerosas agencias y organizaciones han adoptado el concepto de manejo ecosistemas como un principio guia en recursos naturales. A pesar amplio interes, se ha aceptado una sola definicion ecosistema hay guias especificas o estandares mediante los cuales pueda aplicar concepto. Examine la manera que agencia federal, Servicio Forestal Estados Unidos esta aplicando principios del nivel local. Presento caso estudio al examinar secoya gigante ( Sequoiadendron Bosque Nacional Sequoia, para ilustrar restos practica asociar las actividades campo con temas, caracteristicas mecanismos identificados literatura academica, industrial agencias. La experiencia sugiere aplicacion situacion comprometedora debido pobres relaciones entre manejadores grupos involucrados, multiples requerimientos politicos, incertidumbre presupuestal, limitada investigacion ecologica cual puedan basar decisiones manejo. Para facilitar exitosa futuro recomiendo que: edifiquen confianza certidumbre proceso; reconozcan prejuicios; reconcilien limitantes politicas financiamiento planeacion largo plazo; inviertan cientifica, recopilacion datos capacidad monitoreo; exploren valores ciencia. estar basadas Unidos, estas recomendaciones son relevantes naturales general.
