Public versus private insurance: a political economy argument

摘要: This paper analyzes the political support for a public insurance in presence of private alternative. The is compulsory and offers uniform policy. voluntary can offer different policies to individual risks. We show that adverse selection on market lead majority individuals prefer over insurance, even if median risk below average (so ends upsubsidizing high-risk individuals). also more aversion always leads greater mixture politically non sustainable. Lastly, we demonstrate how progressively powerful information technology may help mitigate problem reduce demand threatening its sustainability.
