摘要: In 1996, Congress passed sweeping welfare reform, abolishing the Aid to Families with Dependent Children (AFDC) program. Each state now administers its own welfare-to-work program under broad federal guidelines, which require eligible adult recipients work or perform community service. High-risk recipients, especially those chemical dependency problems, face significant obstacles in their efforts achieve greater self-sufficiency new programs. State databases were used track employment outcomes for AFDC clients admitted treatment Washington during a two-year period. Exposure was associated likelihood of becoming employed and increased earnings who became employed. Ensuring that substance abuse problems have access appropriate vocational services is critical if programs are promote economic self-sufficiency.
