摘要: This report presents a three-tiered framework to integrate data, information, and decision-making in highway projects. The study uses the Juran’s Triple Role concept context graph illustrate relationship between decision-making. discusses complexity of data information flow through conceptual 3-D diagram. evolution integration agencies is also outlined report. Potential methodologies extracting from raw qualitative quantitative are summarized. developed was applied three case studies; a) construction daily work reports, b) preconstruction cost estimation, c) pavement management. In each study, current ideal level for key decisions were identified areas improvement identified. will guide departments transportation (DOTs) on how generate place right knowledge hands decision-makers. implementation empower engineers make informed justifiable decisions, lead improved accountability project development addition, it allow active utilization currently existing databases justify continuous growing collection efforts by DOTs. Furthermore, DOTs be able measure their performances develop an advanced information/knowledge generation plan support which historically not well supported with data.
