摘要: To gather empirical evidence about tue effects of multiple federal programs on school and district operations, researchers interviewed teachers, principals, categorical program coordinators at 24 elementary schools in eight districts across the nationAll had four or more categcrical were known to be having difficulties administering them. she research revealed two major problems: interference tetween local tore program; cross-subsidy, use funds intended for one group provide services another,. Interference involved such problems as interruption replacement core instruction, clashes teaching methods, administrative burdens, staff conflicts, segregation students. Cross-subsidy included providing funded unfunded programs, reducing services, diverting personnel from another. The indicated that resulted both multiplicity choices administrators. recommend number competition between reduced; administrators assisted coordinating programs; consolidated increase effectiveness.
