Challenges for Integrating Strategic Environmental Assessment to Enhance Environmental Thinking: A Case Study of Taiwan Energy Policy

摘要: There is an increasing need to evaluate environmental impacts at higher policy planning levels, especially after the European Union (EU) strategic assessment (SEA) directive proposed in 2001. However, integrating SEA and processes challenging owing institutional challenges and/or political problems. We aimed explore of this integration process through in-depth interviews with core stakeholders Taiwan energy making. Our results reveal three main types challenge related planning, implementation, difficulties dealing issues. The first includes model, transparency process, controversial issues clarification; second different purposes, unclear feedback on public participation limitation; third a lack knowledge brokerage processes, scientific uncertainty, role EPA (TEPA) for thinking, influence local information planning. study can be applied countries that use impact-oriented (currently most common type SEA) consider during process.
