摘要: Since the global economic crisis began in 2007, EU’s response has been an attempt to muddle through, but it is generally recognized that more far-reaching changes its structures are inevitable long term. One possible trajectory towards disintegration; another increasingly “multi-speed” Europe—possibly accompanied by a splintering of Eurozone whereby one or smaller countries depart. A third possibility closer union. Many would agree with proposition if destructive centrifugal forces be kept at bay, next step for EU must political union, including fiscal and transfer union—one requires developed core supporting their brethren struggling periphery. Through this fraternal process, will able achieve new constitutional moment, moment refoundation which “social” soul rediscovered. No longer corporate lobbies granted privileged access offices Brussels. Powerful democratically accountable institutions constructed, geared around defining values: Solidarity.
