摘要: Is the measurement of ‘safety culture’ a valid management tool in effort to reduce accident rate and improve safety performance, or is it fuzzy academic concept, lacking empirical validation? The answer this question seems depend on whom one asks. UK Health Safety Commission has encouraged companies their performance through development ‘positive culture’. However, discussions area suggest that concept remains vague, lacks validation used as an ‘umbrella term’ for all social organizational factors affect rate. This paper reviews existing literature culture provides some clarification terms definition, evidence theoretical development. A framework mechanisms by which affects behaviours organizations proposed. implications practical issues are discussed future challenges areas further research identified.
