摘要: Depletion of water resources in Europe has been a continuous process for forty years. Human uses have increased throughout the period, with no consideration resource that was initially imagined to be self-purifying. Observations consequences anthropocentric use were conducted starting 1960s, made possible by development science. Emerging scientific knowledge environmental field appeared concept ecosystems (Delort and Walter, 2001). Since then, environment progressively started enter arenas decision-making at all levels. A series measures being taken order improve quality surface water, are based on assumption if we dilute sufficiently polluted substances, then self-purification capacities will restore water. This initial idea is supplemented prohibition/regulation emissions hazardous e.g. heavy metals, which cannot diluted or absorbed environment. legislation developed according trial error parallel assessment methods data collection. Assessment reports continuously demonstrate failing reach our objectives, despite much improvement. “In spite introduction objectives EU attention given ecological action program central eastern European countries, global improvement bodies observed since 1989/90.
