摘要: This paper introduces a framework for classifying and evaluating space projects based on the social private returns concepts dual-use potential. The historical context of financing is discussed, core return are presented. Various methods outlined. Based this analysis, "unified" classification scheme developed which can be helpful in determining best method different types projects. General recommendations implementation conclude paper.
