摘要: Western Australia's domestic gas reservation policy nominally requires new export projects to supply the equivalent of 15 per cent their exports market. This restriction suppresses price below netback price. A theoretical model shows that a binding always causes deadweight loss, and clarifies source this loss. is estimated cause losses with present value between $6.9 $22.9 billion, depending on prices.
