Poverty identification: practice and policy implications in Vietnam

摘要: To identify poor households, the government of Vietnam applies a combination proxy means tests and quick collection income data. This paper examines how well government's poverty identification reaches really in Vietnam. It is found that there large difference between rate for provinces districts reported by rates estimated using expenditure data from independent household surveys. There also status households identified local authorities or More than 50 per cent are not terms measures. A better approach would be to use only collected simple questionnaire.
