摘要: Abstract There is evidence of substantial floodplain development in England and Wales. An ‘escalator effect’ observed whereby progressively higher levels flood defence are provided to protect against increasing damage potential, caused mainly by post-defence development. The efficacy current planning policy questioned. Planning influences rather than prevents it. Wider constraints divert towards floodplains avoid other environmental problems. Floodplain decisions should be taken the context wider benefits such development, as well natural cultural functions floodplains.
