Future scenario of China's downstream oil reform: Improving the energy-environmental efficiency of the pipeline networks through interconnectivity

摘要: Abstract Improving energy supply efficiency and quality is regarded as a key pathway to shifting towards fully sustainable system. To address the low high emissions in downstream oil industry caused by problem of vertically integrated monopoly, Chinese government making an effort promote multiproduct pipeline network reform. The fundamental indispensable step for this goal interconnectivity. This paper quantifies energy-environmental impacts interconnectivity reform on China's chain 2030. An framework developed obtain detailed design-scale information required assessment, introducing demand forecasting reallocation into optimal planning model. model formulated fuzzy mixed integer linear programming that optimizes infrastructure development scheme operation plan simultaneously while taking account uncertainty. results show that, compared with baseline, could reduce yearly consumption CO2 9.7–19.8% 12.5–17.9%, respectively. It shown policy overcome constraints, increase utilization, improve both environmental performance. proposed can be theoretical guideline policymakers within beyond China.
