Application of the Analytic Hierarchy Process to irrigation project improvement Part I. Impacts of irrigation project internal processes on crop yields

摘要: Performance improvement of existing irrigation projects has been a major concern in international development. Activities for project usually involve not only infrastructure (hardware) but also changes management. However, the impact management on performance sufficiently verified because, most cases, (a) evaluation is done qualitatively, and (b) implemented simultaneously with hardware improvement. Therefore, needs to be evaluated quantitatively separately from hardware. This research attempts quantify effects improvements performance, using Analytic Hierarchy Process (AHP). First, an AHP model was developed by internal process indicators rapid appraisal process. Secondly, applied scoring 16 dealt FAO Water Reports 19. Then, finally, factors (e.g. managing entities, hardware, water delivery services) were analyzed changing weights comparing correlations between scores crop yields. The showed potential effectiveness application evaluation. Also, it revealed that quality service had significant production. Analysis through correlation did imply relationships among services, inferred result there would still more room improve toward better adding model.
