摘要: Abstract : Unit of command becomes a major issue when both federal and state militaries simultaneously provide Defense Support to Civil Authorities (DSCA) within the same area operations as seen during Hurricane Katrina. Both look alike have similar equipment, but may respond different authorities. Federal laws policies regulate missions each perform based on activated status (Title 10, Title 32, or State Active Duty) unit. This study examines policies, such Posse Comitatus Act, Stafford Insurrection National Response Plan, Authorization Act 2004, Emergency Management Assistance Compact that govern permissive restrictive measures status. It applies these well additional in examining Los Angeles Riots Katrina determine feasibility using Guard versus military assets establish unity command. The finds is truly Army?s first responder for DSCA missions, integrated with local emergency management authorities, should control all allocated its responsibility.
