The Hogarth initiative on the future of the International Whaling Commission

摘要: Abstract Dr Bill Hogarth of the USA was Chairman International Whaling Commission from 2006 to 2009. In a typical masterpiece understatement, at beginning his term, he launched an initiative reform IWC with words “it would be useful for have general discussion concerning future IWC, given…the number issues which polarisation rather than consensus appears norm”. This paper follows through three annual, and two intersessional meetings commenting on major events as well actions main players. It concludes analysis results initiative, makes some predictions IWC.
