摘要: Participation of local people during any disaster is enormous. They possess better knowledge and information about their own community than anyone else from the outside. This study proposes Participatory Vulnerability Reduction (PVR), a community-based approach for management. The concept PVR was applied to an urban Dhaka city (Ward no. 06 North City Corporation) which has been identified by Comprehensive Disaster Management Programme as one most vulnerable areas earthquake. consists three steps, in each step, different participatory appraisal tools were used. In first assessed earthquake vulnerability. It found that some certain parts area are highly due lack accessibility critical facilities, inadequacy open space, poor construction practice unsuitable soil condition building construction. followed analyzing root causes effects these problems. Structural fragility buildings, settlements filling low-lying development slums beside taller buildings major behind above issues. second capacity terms resources organizational structure. final developed strategies overcome vulnerability set up proposed coordinate collective actions. Although context, application not limited it can be replicated other communities well.
