摘要: Abstract In order to carry out China's emission reduction commitment, local governments must undertake a certain carbon (CER) tasks and make plan realize them. However, the quality of CER its acceptability will have contradiction inevitably, which could lead commitment cannot be finished successful. this paper, decision-making framework with multi-executors is established for on basis interactive group theory. It not only ensure plan, but also mutual exchange information between executors plan-makers, increase operability plan. end, case study presented demonstrate that decision can deal such complicated problem an ideal result effectively.
