摘要: Abstract More pluralised understandings of incumbencies are often overlooked in transitions research, which may lead to underestimating the enabling roles incumbents niche projects. This study explores these by applying a power framework five struggles revolving around path-breaking decentralised wastewater treatment project city Ghent (Belgium). Remarkably, from multiple regimes use enable project. The identifies and discusses four patterns role These clarified focussing on regimes, belonging local authorities, neighbouring more distant as well structural trends related urgency sustainability challenges. As such, contributes understanding conditions under reinforce For practitioners, underscores dynamics water/wastewater sector.
