摘要: Despite decades of donor support for the water sector, many small island developing states (SIDS) have failed to make acceptable levels progress toward achievement water-related millennium development goals and reduction risks. At least three distinct policy paradigms at different times been regarded as best practice responding insecurity throughout world. Yet, while management literature points need a paradigm shift improved governance approaches, there has little critical examination whether assumptions implicit within these theoretical are applicable SIDS contexts. This study reviews management, governance, studies literatures identify ways in which unique historical, geographical, economic contexts limit or enable applicability paradigms. The analysis shows that each underlying conceptualization how institutions can regulate social–ecological relations achieving security. conceptualizations under adaptive seem most closely reflect complexity SIDS, may therefore hold potential addressing insecurity.
