摘要: The work considered the possibilities and directions of evolution demographic development Arctic region, analyzed some characteristics labor potential population living in regions European part Russia. purpose study is to substantiate possibility attracting local need employment specialists from other Russia for Arctic. To achieve goal study, general scientifi methods were used — collection analysis data state statistics sample surveys. use a systematic approach made it possible comprehensively assess situation on territory under its development. Analysis quantitative studied showed stable negative dynamics throughout post-Soviet period. A number reasons have been identifi  that contribute outfl   of regions, most important which are low standard compared Russian average, as well ineff     functioning mechanisms northern guarantees compensation. At same time, qualitative potential, particular, level education can be increased due existing educational neighboring regions. Conclusions about attract people middle zone made.
