摘要: Abstract This paper focuses on local road aspects of the highway system and aims to assess how efficiently, effectively economically 73 Territorial Local Authorities (TLAs) in New Zealand have maintained their respective networks from a life cycle perspective. Measures quality, quantity cost, together with nondiscretionary measures environmental factors, are incorporated Data Envelopment Analysis evaluate each TLA’s performance terms efficiency, effectiveness economy. TLAs that high all three provide best practice indication optimal maintenance activity mix undertake. In this study, expenditure is 59% routine maintenance, 27% resealing 14% rehabilitation.
