摘要: The societal transformation underway in Poland createda fundamental challenge to the occupational health and safety system, as ideological administrative principles on which it was founded vanished along with communist-dominated regime. This paper examines regulatory reform during 1990s: its structural elements, implementation record future prospects. Drawing five case studies of privatized firms, a mailed questionnaire, policy institutional analysis, we find that had considerable success developing an effective system for managing hazards sector while also achieving socioeconomic progress. legitimacy regulators process, availability information about firms intents, capacity case-specific decision making, are among key explanatory factors. is consistent models advocated by several authors relation other industrialized European economies (termed variously ‘negotiated compliance,’ ‘tit-for-tat,’ ‘cooperation-deterrence’), despite uniquely Polish context related continuing legacy communist era. study shows how good ‘fit’ between institutions policies one hand, their social contributes effectiveness system.
