摘要: Climate change mitigation is a wicked problem that cuts horizontally across sectors and vertically levels of government. To address it effectively, governments around the world, in particular EU, have developed several generations multi-sectoral national strategies (NMS) since early 1990s. Although NMS became main effort to systematically coordinate policies, few works studied them comparatively so far. The present article fills this gap by analysing how EU-15 group countries operationalized climate protection through NMS.
