Measuring health and poverty: a review of approaches to identifying the poor

摘要: Poverty reduction is now the overarching objective of international donor community. In 2000, world leaders issued Millennium Declaration, setting out eight Millennium Development Goals (MDGs). Targets for health-related MDGs include: reducing infant and child mortality by two-thirds 2015; maternal three-quarters by 2015 and improving access to reproductive health services; halting increase in incidence communicable diseases (AIDS, malaria, tuberculosis); reducing malnutrition halving proportion people who suffer from hunger 2015. There a growing recognition that MDG targets need be modified to incorporate an explicit poverty dimension. This concern reflected in Department for International Development’s (DFID) strategy paper (DFID, 2000) achieving healthrelated MDGs, which outlines clear commitment better poor people. Given this, there pressing national governments global development community monitor both changes level nature over time progress educational outcomes amongst poor (and rich). In order do reliable methods distinguish are needed.
