摘要: An approach to determine energy consumption control target allocation based on analytic hierarchy process, Ward's clustering algorithm, and differential adjustment method is proposed in this study. A case study of the targets Henan by 2020 then conducted via method. The results show that: per capita added value secondary industry primary factor for increasing carbon emissions provinces. Regions with high cardinality have shoulder largest reduction, whereas regions low intensity poor economic conditions met minimum requirements 2020.
