Maintaining Democratic Values in e-Voting with eVACS.

摘要: The principles of equality, secrecy, security and transparency apply to any democratic election system irrespective whether paper ballots, mechanical or electronic means are used conduct the election. All these were mandated as requirements, designed into, successfully operated features of, eVACS®, voting counting since 2001 by Australian Capital Territory Electoral Commission. How eVACS® achieves requirements is described in this paper, with particular emphasis being given approaches adopted ensure verifiability via audit trails.
