摘要: Positioned on the margins of formal government agencies and sometimes even beyond their purview, civil society initiatives in Western Europe are playing an expanding role provision services local development at present time, as reorganises retreats. Drawing personal experience a trust relatively remote rural area England, I consider three questions: “What creates sustains such initiatives?”, “How do they build governance capacity?”, can activities be rendered legitimate?” In conclusion, drawing this specific experience, extent to which enterprises pioneering new ways doing work creating public value, future sustainability, potential for enriching democracy. Finally, suggest some directions research might focus.
