摘要: This report examines and identifies institutional, legal, regulatory constraints on the expeditious effective implementation of national women's policy in five regions Ethiopia, which together contain about 84 percent population. The is based top-down studies formal legal framework, prepared by local Ethiopian consultants, supplemented participatory rural appraisals conducted regions. These helped to verify impact legislation daily lives population as well discern customary rules traditions being practiced households. After a brief introduction, Section 2 focuses economic rights women impediments improving participation. Key areas analyzed include within household; their access productive resources--land other natural resources; gender issues related labor; organization; mechanisms for enforcing or methods settling disputes. Chapter 3 institutional arrangements gender-sensitive planning, looking at role, mandate, responsibilities offices, process development planning implementation, effectiveness offices. Finally, 4 offers priority recommendations address key issues.
