摘要: ABSTRACTThis article examines the rise of resilience discourses in EU foreign policy. The European Union Global Strategy (EUGS) refers to building state and societal its neighbourhood as one key strategic priorities EU. This argues that discourse permeates EUGS chimes well with a pragmatist turn social sciences global governance. introduces resilience-building alongside an emphasis on flexibility, tailor-made approaches need for local ownership, capacity-building comprehensiveness. More importantly, new proposes “principled pragmatism” operating principle While this might suggest more pragmatic policy, closer examination reveals significant tensions between principled which undermine added value policy paradigm.
