摘要: This paper contributes to the understanding of analytical practices and tools employed by policy analysts involved in formulation appraisal examining data drawn from 15 surveys federal, provincial territorial government Canada conducted 2009-2010, two NGO 2010-2011 external consultants 2012-2013. Data these allow exploration several facets use ranging more precise description frequency specific kinds techniques as well their distribution between permanent officials analysts. As shows, major types used is not same three actors also varies within Department issue type. Nevertheless some general patterns can be discerned, with all groups employing process-related frequently than ‘substantive’ related technical analysis proposals.
