摘要: Strategies to promote synergistic responses both urban development issues and climate change adaptation have become central policy advice on adaptation. However, the empirical evidence for effective utilisation of synergies in planning practices is insufficient. Taking Johannesburg as a case study using risks flooding an illustrative example, this qualitative explores how can be realised practices. In specific case, significant synergy possibilities are not observed. Instead, political challenges reconciling measures with considerable developmental divide multiple substantially limit response space practices, including those achievable through synergies. Insights gained underline necessity giving greater attention empirics observed The provides initial indications that it may necessary adjust elements conceptual arguments concerning related advice.
