摘要: The Monarch butterfly reserve in west-central Mexico attracts more than 250 000 visitors during the four-month annual overwintering period and yet project has been unable to generate an impetus for local development among indigenous peasant communities region. This chapter explores reasons this failure evaluates a proposed alternative strategy. In addition usual problems of paucity linkages, involved with property rights participation decision-making management suggest need reevaluate model successful sustainable tourist development. An is presented that might contribute overcoming obstacles.
