摘要: Abstract The paper evaluates the experiences of Tanzania in creating and developing a nationwide public library system under dual conditions limited resources, unlimited user demands. central thesis discussed is that more rapid development could have been achieved had different strategy set tactics used. A number principles are as base for alternative strategy. (1) Theories librarianship irrelevant to present needs underdeveloped countries should be abandoned. (2) Valid measures performance must established. (3) Cost-benefit methods used check wasteful use scarce resources. (4) wage-bill can reduced by cheaper manpower base. (5) increase its capability meet future problems utilising planned development. (6) reliability source funds diversifying initiating internal generation funds.
