摘要: The analysis and evaluation of European Rural Development Policy (RDP) is challenging because its delivery at multiple scales by actors. To address this challenge the Common Monitoring Evaluation Framework (CMEF) indicators were introduced. However, these quantitative are limited data gaps their inability to less tangible aspects policy performance. In paper we explore, how limitations through complimentary approaches using evidence from empirical studies. We discuss strengths weakness applying three different qualitative approaches: (1) spatial econometrics; (2) stakeholder analysis; and, (3) interviews. findings methods then triangulated proposing potential an integrated methodological approach inform management. A mixed method provides a broader understanding design, stakeholder's roles, characteristics impact on implementation environmental targeting capacity, highlighting multifaceted nature determinants
