We discuss strengths weakness applying three different qualitative approaches: (1) spatial econometrics; (2) stakeholder analysis; and, (3) interviews. findings methods then triangulated proposing potential an integrated methodological approach inform management. A mixed method provides a broader understanding design, stakeholder's roles, characteristics impact on implementation environmental targeting capacity, highlighting multifaceted nature determinants
