摘要: After Hurricane Andrew in 1992, the Florida Governor’s Disaster Planning and Response Review Committee published Lewis Report containing recommendations for state agencies, local governments, nonprofit private organizations. Practical policy from this focusing event included issues with communications, shelter, evacuation, response recovery operations, medical care, coordination of volunteers, donations, supplies. Twelve years later, Central experienced three major hurricanes within 6 weeks: Charley, Frances, Jeanne. This chapter compares results after action reports counties. concludes a discussion how events provide context learning.
