摘要: Abstract Many energy efficiency professionals have proposed using Energy Performance Contracts (EPCs) as a mechanism to improve public sector in countries with restrictive government budgets. However, practice, most middle-income used this only limited way. Russia offers an interesting case study because of its huge savings opportunities, increasing prices, robust political backing for efficiency, and evolving legislation that supports EPCs. In 2009, the Russian Federation initiated reductions country's intensity, including large sector, which accounts 9 percent Russia's total consumption. To achieve goals experimented procurement rules, adjusting them encourage We reviewed government's official database, conducted structured interviews Service Companies (ESCOs) supplemented online research. Even though process might not captured all EPCs signed mid-2013, we estimate nearly 50 ESCOs about 150 contracts facilities. Most ESCO are 5 years, they generally small (under $100,000). face challenging environment, leads smaller projects. also concerned costly risky tender procedures, uncertainty regarding repayment from facilities, inability expand projects, financing. discuss these challenges propose potential solutions at policy company levels.
