摘要: This paper describes how, over the last 20 years, many road investments in developing countries have been planned and prioritized on basis of economic appraisal models, such as HDM series Highway Development Management well prioritization indices. The models are mainly used to evaluate primary secondary roads, an framework which separately identified non-economic (or social) benefits play no part.
