摘要: Lebanon, a relatively small Middle Eastern country, has initiated its reconstruction and development drive after nearly 2 decades of civil unrest. Historically, the majority planned or implemented projects were evaluated primarily on basis technical economic feasibility, with little to no consideration potential environmental impacts. However, country's limited financial resources increased reliance external funds from international institutions such as World Bank European Commission. As result, impact assessments introduced an integral part major relying financing assistance. Hence, donor pressure coupled public awareness led establishment Ministry Environment in Lebanon. The newly created ministry, though resources, embarked process drafting Environmental Framework Law, which addresses assessment procedures. In this context, country-specific procedures for conducting becomes essential. This paper presents review evaluation proposed decree Assessment are described, recommendations improving performance reliability presented. Institutional capacity limitations efficient management also addressed.
