摘要: This chapter examines the role of popular participation in environmental policy-making Brazil It focuses on Cubatao Pollution Control Project (CPCP), successfully implemented by Cetesb, a state protection agency, to control air, water, and soil industrial pollution city Cubatao, Sao Paulo, one most polluted regions world. In responding community demands seeking encourage public participation, policy-makers favoured style policy design implementation fundamentally different from business as usual Three aspects interaction between movements bureaucrats during CPCP are relevant improve quality First, through support, Cetesb was able not only increase its leverage vis-a-vis polluting industry but also promote awareness accountability. Second, ability forge collective identities frame social issue expanded their basis support promoted creation capital. Finally, CPCP, technical personnel scientists provided both groups with new understanding appreciation for each other’s expertise an opportunity re-evaluate professional roles policy-making.
