摘要: Policy and investment decisions in highly connected, developing regions can have implications that extend beyond their initial objectives of national development poverty reduction. Local level aim to promote trajectories toward desirable futures are often transformative, unexpectedly altering factors determined at higher regional levels. The converse also applies. ability realize local diminishes if decision-making processes not coordinated with other influential governance decision Providing effective support across multiple levels making a transformative environment requires (a) identification articulation desired outcomes the relevant making, (b) improved understanding complex cross-scale interactions link potentially transforming decisions, (c) learning among makers influencers. Research implemented through participatory modalities facilitate such system contribute sustainable adaptation pathways. We test application systematic policy engagement framework, Challenge Reconstruct Learning or ChaRL on set interdependent Mekong region. analysis presented here is focused implementations process Nam Ngum River Basin, Lao People's Democratic Republic Tonle Sap Lake environs, Cambodia exemplify what cross-sectoral insights were generated inform wider described aligns facilitated scenarios articulating shared future visions agent-based simulations facilitates by contrasting likely, maladaptive outcomes.
