摘要: Underestimating costs in major public sector social infrastructure development projects is a highly contested and problematic issue. Several gaps exist the identification of root causes cost overruns. Behavioural science academics advocate political psychological explanations as for overruns against technical factors, such errors omissions by engineers, practitioners scientists. Most studies this field primarily concentrate on developed countries. Although some have been undertaken developing countries, very little attention given to Small Island Developing States (SIDS). This paper presents case study housing construction programmes Caribbean SIDS further understand Primary secondary data spanning across two different cycles were collected test concepts whether influences or are true It was found that based psycho-strategic concept leading sources risks final estimated contract price. strengthens argument discusses how strategic decisions emanating from directorate outweigh influence informed formulated during planning stages.
