摘要: A common expectation of avalanche education is that it should reduce the frequency deaths. But this realistic? After all, campaigns aimed at reducing unsafe sex, illegal drug use, driving and other risky behaviors have met with very limited success, in some cases even worsened problems they were intended to solve. This paper reviews why health safety are effective, aren’t, what means for education. feature fail assume recipients’ will react information about hazard, skills instruction, or advertising schemes by behaving more conservatively. assumption based on largely incorrect beliefs how people make decisions face risk. In contrast, succeed focus risk management, provide recipients simple tools like ladders mitigation measures. Some these elements already present education, emerging, others remain be added modified from existing concepts. Properly implemented, lessons an opportunity where programs failed.
