摘要: Abstract Comparative community resilience ranking illuminates resources prioritization in the pre-disruption mitigation process. Nonetheless, previous researchers address assessment isolated manner by considering technical side or social capabilities only. The myopic results generated from solely designated can be misleading and may affect subsequent building efforts. More importantly, a single modeling paradigm is insufficient to capture disparate characteristic of interconnected socio-technical sub-systems community. This paper proposes federated approach assess pre-event resilience. It assembles topological-based evaluation, physics-based performance simulation, multicriteria decision analysis into unified framework whereby derived topological methods are treated as inputs for multi-criteria model generate comparative ranking. A practical case Hong Kong used demonstrate applicability approach. Using holistic illustrative case, sensibly prioritized. strategic implications indicate that outperforms produced models focusing on aspect Since integrates strength multiple when investigating static structures dynamic behaviors complex systems at level, it lead more reliable balanced making
