Strengthening health technology assessment systems in the global south: a comparative analysis of the HTA journeys of China, India and South Africa

摘要: BACKGROUND: Resource allocation in health is universally challenging, but especially so resource-constrained contexts the Global South. Pursuing a strategy of evidence-based decision-making and using tools such as Health Technology Assessment (HTA), can help address issues relating to both affordability equity when allocating resources. Three BRICS South countries, China, India Africa have committed strengthening HTA capacity developing their domestic systems, with goal getting evidence translated into policy. Through assessing comparing journey each country it may be possible identify common problems shareable insights. OBJECTIVES: This collaborative paper aimed share knowledge on systems enable enhanced by: Identifying barriers enablers three countries South; Exploring how South-South collaboration strengthen utilisation for better healthcare decision-making. METHODS: A descriptive explorative comparative analysis was conducted comprising Within-Case produce narrative an Across-Case explore that could shared any potential gaps. RESULTS: Analyses revealed many as: (1) Minimal expertise; (2) Weak data infrastructure; (3) Rising costs; (4) Fragmented systems; (5) Significant growth non-communicable diseases. Stakeholder engagement institutionalisation were identified two conducive factors systems. CONCLUSION: all establishing robust inform priority setting experienced similar challenges. Engagement among provide supportive platform more applicable pragmatic.
