An Empirical Analysis of the Impact of Congestion Charges on Public Opinion in Gothenburg

摘要: Despite the many social benefits of congestion pricing, it has been immensely difficult to overcome public opposition and introduce a charging system. With recent commencement charges in Gothenburg, this study examines what factors have contributed development attitude car owners charges. More specifically, we will analyse whether paid had an impact on attitude, even after controlling for socio-economic variables beliefs effects. Relying mostly panel data analysis, results indicate that negative significant effect opinion. However, positive expected effects fairness are more important determinants attitudes. Policy-makers Gothenburg need address equity concerns vigorously while communicating public, is especially when charge levels raised future.
