摘要: Nation-states remain the primary actors in international system. Prospects for regional and extra-regional states’ involvement maritime security risk treatment vulnerability reduction efforts Indian Ocean region are evaluated. States’ exposures to risks vulnerabilities also briefly reviewed. The likelihood of leadership contributions from major power, India, middle powers, Australia, South Africa, Indonesia, Saudi Arabia, Iran Pakistan, assessed. Smaller states reviewed: Bangladesh, Sri Lanka, Singapore, Malaysia, Thailand Myanmar; plus island states: Mauritius, Seychelles, Madagascar, Comoros Maldives; East African Mozambique, Tanzania, Kenya, Somalia Djibouti. Finally, prospects selected external assessed: France (both a an state), United States, China, Japan Russia.
