摘要: “Smart city” is a concept that has been the subject of increasing attention in urban planning and governance during recent years. The first step to create Smart Cities understand its concept. However, brief review literature shows City controversy. Thus, main purpose this paper provide conceptual framework define City. To aim, an extensive was done. Then, keyword analysis on held against research questions (why, what, who, when, where, how) based three domains involved policy decision making process plan development: Academic, Industrial Governmental. This resulted for result clarifies definition City, while providing City’s each sub-system. Moreover, authorities can apply initiatives order recognize their goals, components, key stakeholders.
