Regionalization as ‘experimental regionalism’: the rescaling of territorial policy‐making in Germany

摘要: The federal system of intergovernmental relationships in Germany was greatly affected the 1990s by increased importance transnational rationales and strong orientations to competitiveness domestic political discourse. New territorial imperatives have given rise a variety innovative institutional approaches policy-making, main focus which is need jointly identify new arenas domains for development policies. result has been plurality highly differentiated experimental regionalization, challenging nested systems jurisdictions consolidated policy styles. German initiatives ‘experimental regionalism’ are addressed perspective that highlights their dimension coevolution framework emerging multi-level governance practices at European level: they hence not only seen as responses exogenous factors, but also outcomes endogenous factors innovation change, related forms regulation dealing with policy-making deadlocks ‘local’ claims representation mobilization. Building on interpretations regional based regulationist- state-theoretical perspective, elaborated economic geography, recent interpreted modes redefine state's role political-economic through dual process involving reframing state-local rescaling arenas. En Allemagne, le systeme de relations inter-gouvernements enormement change dans les annees 1990 du fait l'importance croissante logiques transnationales et tendances marquees pour la competitivite discours politique interieur. De nouveaux imperatifs territoriaux ont suscite un eventail d'approches institutionnelles novatrices pouvoir politique, leur centre d'interet etant d'identifier parallelement nouvelles arenes politiques d'autres domaines developpement. Il en resulte multiples tres distinctes demarches experimentales l'egard regionalisation, venant defier systemes imbriques prerogatives territoriales styles publique homogenes. Les allemandes ‘regionalisme experimental‘ sont abordees une qui souligne co-evolution institutionnelle au sein pratiques naissantes gouvernance plusieurs niveaux plan europeen: elles donc considerees fois comme des reponses facteurs exogenes produit endogenes d'innovation changement, lies necessite formes resoudre impasses l'elaboration intergouvernementales revendications ‘locales‘ matiere mobilisation. Partant d'interpretations regionale d'un point vue theorique regulationiste etatique, geographie economique ces recentes approches presentees d'elaboration politiques, redefinissant l'Etat politico-economique via double processus recadrage Etat-region redimensionnement territoriales.
